FREQUENTLY ASKED QUESTIONS
Q – What is an HOA Reserve Fund?
A – A reserve HOA account is a dedicated savings account established by the HOA to cover future expenses related to maintenance and any unexpected costs that may arise within the community.
Currently Americana’s reserve fund is critically low, with less than $29,000 remaining in savings. This insufficient funding leaves the HOA not prepared to address emergency situations, such as roof repairs, unexpected building maintenance, plumbing or water issues, or fire-related expenses.
Q – What is a Special Assessment fee?
A – A special assessment is a fee (not included with the monthly standard HOA dues) that the governing body (board members) can charge in order to cover emergency situations or large projects that impact the entire community.
The $100 monthly special assessment approved by the Board of Directors will be effective March 1, 2024. The special assessment will be for one year. Following this period, the board will conduct a review of the reserve funding status and decide whether to continue or discontinue the special assessment fee.
Q- Are the Board Members or the website manager paid?
A – No we are all volunteers and homeowners, working hard to make Americana the best it can be into the future, protecting our property values and yours! SDHOA has been hired by the board to manage the property instead of Paul Miller Co.
Q – What is the HOA’s Budget Plan?
A – Given the current state of the reserves, a budget plan cannot be determined without sufficient funding. Once the reserve fund has increased, then a timeline of projects can begin.
Important projects include:
* Inspect/replace electrical panels in units
* Roof replacements and/or repairs
* Painting of buildings
Q – How long is a Board member’s term?
A – A Board member serves a two-year term in a volunteer capacity. Board meetings are held once a month for approximately one hour.
Q – How long have the 2024 Board of Directors served?
A – Felipe Rivera and Brad Collins joined the board in May 2024
Former President D. Trujillo – joined in 2014 (10 years)
Vice President V. Sanchez – joined in 2014 (10 years)
Secretary M. Hernandez – joined in 2023
Treasurer L. Castillo – joined in 2023
The former HOA President resigned in August 2023, prompting D. Trujillo to step forward and volunteer for the position. With her acceptance, D. Trujillo’s term commenced in 2023 and ended in May 2024 when she resigned.
Q – What are the plans for improving the landscaping?
A – Oscar, the representative of Seascape Landscape Services, which started at the complex in October, addressing member concerns, says the landscape plan is:
* Sprinkler heads will be located and/or replaced
* Timers will be adjusted so sprinklers will water areas accordingly
* Certain areas of the complex will require more attention than others
* The mow crew is spending more time onsite, picking up the grass clippings, pine needles, and leaves.
Q – What’s happening with the HOA Insurance?
A – You are receiving this notice (6/27/2024) in accordance with California Civil Code 5810 which provides as follows: “The association shall, as soon as reasonably practicable, provide individual notice pursuant to Section 4040 to all members if any of the policies described in the annual budget report pursuant to Section 5300 have lapsed, been canceled, and are not immediately renewed, restored, or replaced, or if there is a significant change, such as a reduction in coverage or limits or an increase in the deductible, as to any of those policies. If the association receives any notice of nonrenewal of a policy described in the annual budget report pursuant to Section 5300, the association shall immediately notify its members if replacement coverage will not be in effect by the date the existing coverage will lapse.” The association received a notice of nonrenewal from Farmer’s Insurance stating that the association’s Master insurance policy will not be renewed. The last date of coverage under the existing policy is 7/10/2024. The association is working to secure replacement coverage, but such replacement coverage may not be in effect by the end date of the existing coverage. You will be provided information regarding the new insurance policy once that information is available.

Use this form: https://sdhoa.appfolio.com/connect/architectural_reviews to get permission to make improvements to your private property or common areas. Please complete an architectural request form BEFORE any exterior work is done to your unit. This includes:
- new vinyl windows
- security screen door for front door (must be black color)
- satellite dishes (must be mounted on roof eaves, not the roof) If the satellite dish is no longer functioning, please remove it
- fence extension
(Note: Fence extensions become the responsibility of the homeowner)

To ensure that all maintenance requests are handled efficiently, please use your new AppFolio (SDHOA.com) homeowner portal, to submit a Maintenance Request. Maintenance requests sent via email will not be responded to or processed for repairs. The property management company will send a licensed vendor to review the issue(s) and determine whether it is homeowner or HOA responsibility. DO NOT submit an invoice for work already done.

Meeting Procedures
NOTE: Governor Gavin Newsom signed AB 648 into law on September 22, 2023, allowing HOAs across California to conduct Board meetings entirely virtually (via Zoom).
- Virtual meetings will be recorded, and chat messages will be saved for future reference.
- The initial half hour of the virtual meeting will adhere to HOA’s agenda format. During this period, homeowners will be muted to ensure smooth and uninterrupted HOA business proceedings.
- Following the completion of HOA business, homeowners will have the opportunity to pose questions.
- Homeowners will be asked to enter their names in the Zoom chat, so that the Board can easily identify them and address their questions promptly.
- Only homeowners (legal name on the grant deed title of the home) can attend the meeting. Each homeowner will have three (3) minutes to voice their questions/concerns. While a homeowner speaks, others will be muted to prevent interruptions, enabling the Board to address the homeowner’s inquiries effectively.
- The Board meeting will be conducted for approximately one hour, but not to exceed 2 hours.
- If homeowners are unable to address their questions or concerns during the meeting, they can send an email to Nicky. She will then forward the email to the Board, who can address the question or concern and respond to the homeowner promptly.

LANDSCAPE REPORT – Oscar Reyes reported providing the following report:
The sprinkler systems is being updated and the landscaping team will review sprinklers that are not watering areas adequately.
Several timers are not running properly and the team are working on correcting the issue.
The landscaping team continues to work in areas that need additional work.
The HOA is currently taking care of maintenance emergencies only.
✓ Scott Asphalt has finished the guard top asphalt seal and apply parking line paint. The total cost for these services is $29,996.29. Total Asphalt repairs to the complex $126,873.50
✓ Designated trees along Picador Boulevard were removed. The total cost for this service is $2,670.
✓ The interior of the recreation center has been cleaned and painted, new foldable chairs added, and the windows cleaned.
✓ Pat Strafford Roofing installed new vent pipe flashing, removed and installed new borderized leading edge, and inspected for any wood damage.

✓ Roof repairs and addressing interior water damage caused by the roof leaks are ongoing at five (5) units. The cost of roof repairs is $89,000.
✓ Seascape Landscape Services (New to Americana HOA in October 2023)
Provide one landscape worker to service complex. Forty (40) hours a week @ $20.00 per hour
Hours: 7:00 AM – 3:30 PM
Lunch break: 11:00 – 11:30 AM
Total monthly: $5,900
✓ Electrical Panels – Zinsco electrical panels were installed when the buildings were built. It is been discovered that certain Zinsco panels often can fail to operate properly and may pose a risk of fire and electrical shock. Examination of each unit’s electrical panel needs to be done, and replaced as needed.
AMERICANA – IMPORTANT RESIDENT INFORMATION
TRASH PICK UP
Our normal trash day, at Americana, is Tuesday. If you ever wonder if trash pickup will be delayed because of a holiday you can check this calendar on the Republic Waste website. Please let’s keep our community clean and bring trash bins back to your unit after trash pick-up day. Do not leave them on the street for days. NO DUMPING (No arrojar basura): Please do not dump broken/unused furniture, broken items, or appliances in the complex. Improperly disposing of bulk items/debris is a violation, and an extra expense to the HOA for removal of those items. Please contact a haul away service for pick-up.
PROTECT YOUR HOME – OBTAIN PRIVATE HOME INSURANCE
It is very important that you obtain or renew your personal home insurance for your unit. Inform your tenants as well to obtain RENTERS insurance.
The master insurance policy for Americana is scheduled to end on July 9, 2024. The Board has initiated contact with several third-party insurance carriers and has received quotes. The next step involves reviewing these quotes and determine the most suitable policy. Members are urged to contact their own insurance carriers to seek coverage for their individual units until sufficient money is available to cope with high insurance premiums.
The HOA insurance policy WILL NOT COVER you or your personal things in an event of a burglary or water damage to your kitchen cabinets, bath cabinets, appliances, any type of special flooring, or someone injuring themselves within your unit. And since the HOA is short of funds, your personal home insurance can cover some of the repairs to your unit.
PETS
Please keep your dog(s) on a leash at ALL times. It’s the law. Failure to do so may result in legal consequences. If your dog bites an individual or another animal, you could be held liable for medical expenses. In addition, we request all pet owners to pick up after their dogs. Let’s work together to maintain a clean and safe environment for everyone in the community.
NO YARD SALES:
Yard sales are not allowed in the complex at any time.
PARKING GUIDELINES
It is mandatory to display the red parking permits when parking along Caminito Quixote and within the entire complex. Vehicles NOT displaying the parking permit will be subject to towing by Western Towing.
Vehicles with expired registration tags cannot park within the complex, even in the homeowners designated parking space. All vehicles must have current registration tags. If a vehicle remains on-site with expired registration tags, it will be towed.
NO storage of vehicles in common area parking spaces for more than 3 days. If you do not plan to operate the vehicle, please park it on a public street, otherwise Western Towing will be contacted.
NO parking along red zones – it is an automatic tow
NO parking of work or commercial trucks that display a company logo anywhere in the complex
The 72-hour parking spaces are only for temporary parking; no switching vehicles.
AMERICANA AMENITIES
CLUBHOUSE – The Americana clubhouse is now available for rental for parties. The interior has been cleaned and painted, new foldable chairs added, and the windows cleaned. Cost for rental will be $150, with a deposit of $300. The clubhouse rules will be provided to the renting party.
POOL – The pool will be open on Saturday, May 25 to September 2, 2024 (pending weather), with operating hours from 8:00 AM to 8:00 PM.
Please note that there is no lifeguard on duty.
Pool Rules:
- The pool is open for Americana residents ONLY
- Children must be accompanied by an adult, who must remain inside the pool area at all times
- No parties, no BBQs, no loud music
Failure to comply with the pool rules or causing damage to the pool area will result in the pool closing for the remainder of the year.
